Wrap RFC repo in an editor-friendly editor

Problem

The RFC workflow is painful, but the value of the RFC workflow is high.

Solution

Let's make it non-technical editor friendly by building a simple, single page app in the format of a WYSIWYG editor that allows people to:

• Browse existing RFCs
• View individual existing RFCs
• Create new RFCs in WIP state (based on PR)
• Move RFCs to complete state (based on being on main branch)
• Suggest changes on existing RFCs (comments for WIP RFcs, or direct changes)
