Issue
I followed the instructions to override cooldown period , additionally restarting HA, Z2M, MQTT, and the motion sensor (previously added to the Zigbee mesh, I wanted to modify an existing setup). Configuration options shown in the screenshot under the "dev console" section were not available.
My solution
Removing and re-adding the motion sensor in Z2M enables this feature (after YAML configuration changes are complete, following the documentation). Is this correct? I do not know, but it worked (I burned several hours).
