Investigate Sortition Selection issue

Sometimes nodes do not get selected for E3 committee despite being eligible.
For example, 4 nodes are registered. 3 are active, 1 inactive
E3 Requested with Threshold [1,2]
2 Nodes should be selected
But Only 1 does and the other 2 do not.
