error "Port already in use" on reconnect via ADB, requires full reboot to clear (Windows 11)

when i boot my pc and connect my phones mic using this app it works fine .
then when i disconnect and try to reconnect it will show me an error of the port is already been used .
i tried killing the process that uses that port . but the results are still the same .
i would have to reboot my pc in order to make this work again
