Why 1.24.4 instead of the absolute latest (2.4.4)?

• numpy 2.x requires Python ≥3.11, but this project's CI tests on Python 3.6–3.8
• The other pinned dependencies in docs/requirements.txt (astropy==4.0.0, scipy==1.3.0, etc.) are incompatible with numpy 2.x
• numpy 1.24.4 is the latest 1.x release, supports Python ≥3.8, and has no known security vulnerabilities (confirmed via PyPI)

This is a safe upgrade that addresses the security issues in 1.19.x without risking compatibility breaks.
