Wrong charset in file paths

Hello! I have a problem with Win32 binary: when I analyze any file located in path with cyrillic symbols, I get a bunch of "?" instead of them. I have tried chcp to different modes, but no luck.
It looks like:

System locale is Russian (UTF8), default console codepage is 866

Maybe we should consider writing output with UTF-8... Let me consider about that.
