[Google Search API] Page 3 intermittently returns empty organic results for a Google Japan query

Details

The Google Search API response for q=タマホーム at start=20 returned zero organic_results in some successful searches. The request parameters were google_domain=google.co.jp, uule=w+CAIQICIRVG9reW8sVG9reW8sSmFwYW4, hl=ja, gl=jp, and device=desktop.

The archived customer search returned organic_results_state: "Fully empty", total_results: 11, page_number: 3, zero organic_results, and a dmca_messages notice about omitted results. The Google URL from that response rendered organic results in a signed-out browser session.
