Steps to reproduce issue

Perform setup steps from https://github.com/ros2java-alfred/ros2_java/wiki/Java-workspace

Expected behavior

vcs will import all entries from the ros2_java_desktop.repos file.

Actual behavior

ros2/kdl_parser fails because of updates to the repository.

Additional information

The current url to the kdl_parser is https://github.com/ros/kdl_parser

Updating this path fixes the issue.
