refactor(rhdh): reorganize values.yaml by functional category

Group fields into labeled sections (Global, Image, App Config,
Dynamic Plugins, Deployment/Pod, Networking, OpenShift, Database,
Observability, Built-in Features, Testing) for easier navigation.
Reorder only — no functional change.
