[DX] Automate the creation of PRs in `r/r` when stable SCC Operator releases happen

Per title - we should automate the PR creation.

As a bonus we can make it manually run when we want to send specific RCs/alpha (non-stable) tags to Rancher for testing.
Remember we can always override the Setting CRD that identifies what image to use - so do not need this for regular Dev testing and early QA testing. The main time we must bump to a non-stable is for Release validation before un-RC.

However until EIO secrets are in place we will need to only run the automation locally (using your own GH cli auth).
