Refactor the custom GH action for building/installing podman/running e2e tests with use of new e2e-runner image

The image codebase is present under folder `e2e-runner` in this repository. Image is then available as package under `ghcr.io/podman-desktop/e2e-runner`.

Let's drive away from pde2e-images in favor of e2e-runner.
