Authoring tools, e.g. for data preparation could include conversion scripts.
For metadata population, a google form --> goggle sheet --> json (e.g. https://medium.com/@scottcents/how-to-convert-google-sheets-to-json-in-just-3-steps-228fe2c24e6) could be viable. Also, using documented input files (shp, gpkg, xls) and some Jupyter notebook-based parser (ad discussed earlier with @chbrandt ) could be an option.

a set of scripts that allow people (authors of maps, tentative storymap authors) to do the conversion, preparation of the json and additional files in a user-friendly way. One way (already discussed @chbrandt ) was e.g. ot provide notebooks to do the generation of needed metadata
