mercury basemap & default chapter zoom level

We need to reduce the default zoom level for certain stops (e.g. on hokusai), as the temporary basemap does not render at higher zoom levels, leaving the wms of the geologic map alone. This can be fixed with the upcoming OPM tms basemap
