Hosting: migrate source control hosting from GitHub to Codeberg #60

Is your feature request related to a problem? Please describe.
We would like to reduce our dependence on Microsoft-owned infrastructure; GitHub was acquired by Microsoft in Y2018.

Codeberg seems to align well with our values; it is based in Germany, within the relatively strong privacy provisions of the EU, and it is built on Forjejo, and open source code forge system -- meaning that if we encounter problems or want to suggest improvements, it respects our ability to do so as a public contributor at a source-code level.

Describe the solution you'd like

  • All source code repositories belonging to OpenCulinary and RecipeRadar should be migrated to the relevant organizations on Codeberg:
  • Migrated repositories should be mirrored from their migrated repository locations on Codeberg to their existing repository locations on GitHub.
    • In other words, Codeberg will become the primary source-of-truth, issue-reporting and pull request destination; changes committed there will be mirrored back to GitHub.

Additional context
It may make sense to create an appropriately-scoped GitHub API access token to decrease the chance of being unnecessarily rate-limited during migration.
