Add support for installation using winget

The **winget** is bundled with Windows 11 and modern versions of Windows 10 by default as the App Installer. It would be nice to see `okta-cli` also in the winget repository at [https://github.com/microsoft/winget-pkgs](https://github.com/microsoft/winget-pkgs)
