bump @npmcli/eslint-config peer deps

The peer deps in @npmcli/eslint-config are a couple majors behind:

• eslint ^8.13.0 -> 10.x
• eslint-plugin-node ^11.1.0 -> deprecated, swap to eslint-plugin-n 18.x
• eslint-plugin-promise ^6.0.0 -> 7.x

eslint 10 dropped legacy .eslintrc so this also means moving lib/index.js and the repo's own .eslintrc.js to flat config.
