Automatic wrapdb creations/location

Since a CI token and gh have to be used anyway, adding an auto option for wrapdb seems useful.

• Use gh to check for a repo named wrapdb in the users repos
• If not existing create a fork of mesonbuild/wrapdb

This will further reduce the required parameters to run the action.
