Dashboard -> Settings -> Configuration -> Network Security Policy Mode:
The modes "look" active and can be changed even if the Network Security Policy Mode is disabled.

If Network Security Policy Mode is disabled it would be best to have the actual modes dimmed and not active for setting.
Describe alternatives you've considered
At least dim, but best to have dimmed and disabled the setting.
