View User button opens a form named Edit User

Platform: Kubernetes
Kubernetes/Platform Version(s): v1.24.4+k3s1

Describe the bug
View User form is named Edit User.

To Reproduce
Steps to reproduce the behavior:

1. Create a local non-admin user
2. Log in with the non-admin user
3. Go to Settings -> Users & Roles
4. Click View User icon
5. Form name is Edit User (no edits are possible)

Expected behavior
After clicking View User, the form name should be View User/User Information or similar.
