Add Generic Bulk Mode Support for Lists

Summary

Introduce a generic bulk mode for lists that can support multiple use cases through a consistent and reusable pattern.

Scope

• Provide a central trigger to enter bulk mode.
• Allow lists to expose a dedicated area for batch actions while bulk mode is active.
• Provide a consistent way to exit bulk mode.
• Keep the solution generic and extensible.

Follow-up

• Update list documentation after implementation.
• Create a UI pattern describing recommended batch processing interactions and best practices.
