Zoom toggle hotkey fails while Settings dialog is open

Steps to reproduce

1. Open the ZoomIt Settings dialog
2. Press Ctrl-1 (Zoom toggle)

Result

Error beep; the Zoom toggle does not work while the Settings dialog is open.

Expected

The Zoom toggle hotkey should function even when the Settings dialog is focused.
