Caching does not have effect, build now takes 4x as long

The build was normally taking 15 minutes a month or so ago. Full build after document changes was taking under an hour.

Now every build, even if nothing in the document changed, seems to be taking more than an hour due to regenerating XML. Long build times make it difficult to debug GHA build issues.
