Chrome ERR_NETWORK_CHANGED error can cause loading bar to keep going and it won't reset

This points to a larger issue in terms of how users can recover from network errors or other types of server errors. How does an app resume? How do we allow devs to handle these cases specific to their app?

One way to reproduce the bug is to create a fake long streaming click event with some time.sleep calls. Then in Chrome dev tools you can disable internet connection via the Network tab. You could also just manually disable wifi on your machine.

The PR linked in this chat partially fixes the issue. But the problem is more that we need a way for developers to handle recovery from the network issue or interruption. So it's partially about how to design the API to handle this. For inspiration you can take a look at how Streamlit or Gradio do it.
