[Request] An option to prevent the clean-up task from disbanding factions

Steps to Reproduce this Bug

1. Create a faction with only yourself in it
2. Be inactive
3. Faction disbanded after cleanup task

Observed Results

Faction was disbanded after the cleanup task as the faction only had a single member.

Expected Results

A configuration option to prevent the disbandment of factions with only a single player remaining would be appreciated. I don't want to disable the cleanup task completely, just the fact that it can completely delete factions (without even making a backup).
