Add means to get the fraction downloaded for refdata
- Add an endpoint to the refdata service that returns size on disk for refdata
- Add a method in the nersc manager that queries the SFAPI for the file size
- How deal with untar progress? Maybe don't for the first release
- Add endpoint to the CTS that returns downloaded size & total size (add size to refdata doc)
