Scope check: rust-norion for coding-agent control-layer infrastructure

Hi, I saw the catalog conventions in AGENTS.md and wanted to ask whether rust-norion is in scope before proposing a README row.

Short description: early Rust AI / agent runtime control-layer prototype for evidence-gated execution, memory governance, multi-agent scheduling/collaboration surfaces, self-evolution loop reports, replay/dry-run validation, and rollback boundaries.

Potential category/status:

• coding-agent infrastructure or harness/control layer, if such adjacent tools are accepted
• likely 👀 rather than proven daily-driver status

Boundary: it is not a standalone coding assistant UI and should not be listed if the catalog only accepts tools users can directly run as coding agents.

Short answer: as long as it helps any coding agent, it could be accepted. No matter it is directly callable by any coding agent or the user, or any infra layer, library etc.

If I understand your project correctly, it is the underlying layer to build agents, right? Then what your proposed is fine for me.
