Use vagrant and chef-solo to provision vm for local testing

Acceptance Criteria

• Vagrant box with running TC (configurable for different versions of TC)
• chef-solo/berkshelf to provision host

Nice to haves

• Ability to pre-seed server with test data
• Ability to clear all the TC data with a single command

Notes

• Use the chef supermarket project as an example
