moving to feature requests

I added a new plex user today and noticed that when they were added, they defaulted to "can sync" by default. I was worried about this since i didn't want them to automatically sync a large number of items, and was thinking it would be helpful if:

• new users "can sync" state was off by default
• there was a configuration page for how new users should be handled
