[Feature]: StatusCenter (from Files)

Feature proposal

Status center could be a really useful control for many projects. It could be used for general status of operations, notifications or something like the download center in browsers.

Since this control is deeply integrated within the Files app, its not a straightforward port. The main challenge is the messages inside of the status center and their data.

I know you are busy with some other things right now, just add it to your list if you think its doable.

Below I attached screenshots of possible situations.

To be clear, the control should be the button itself (which has the progressring / icon) not just flyout.
