New rate limits

Thank you for making this very nice library public. I am currently using the classic goesi in my apps and considering to migrate to your library so I can use latest API version.

One important question for me: Do you have any plans to implement rate limiting for the new floating window rate limits?

Hey Erik, sorry for the slow response. Looks like I didn't have notifications enabled for this repo.

I think it would be good if this library provided a ratelimiter tailored to the specifics of the protocol CCP implemented. I had a brief look and it doesn't seem to be terribly complicated. I'll see what I can do.

Hey Greg! No worries. Great to hear that this library is actively maintained and that you have started working on implementing this important feature. I will check it out once it has been released. But If I can be of any help in the meantime please let me know.

As an additional complication to it, since unauthenticated used the sourceIP, it could be nicer if the transport took an interface for the bucketstore, so I could also implement one that stores its values for when using multiple instances of the application (like on a kubernetes cluster) that may have the same outgoing IP

Ah, it syncs the values from the response headers, really nice. Ignore me :)
