ci: trigger release run under new repo-level Actions PR-create permission

Verifying that both org-level and repo-level Actions permission toggles
(Read+Write default; Allow PR create/approve) are properly saved and
that release-please can now open its release PR without hitting the
'Actions is not permitted to create or approve pull requests' error.

Once this run comes back green, the release cycle is fully unblocked.
