convert rd_file_kw_assert_kw to throw instead of util_abort

• Convert well_state.py to pybind instead of ResdataPrototype #1206
• convert rd_subsidence.py to use pybind instead of ResdataPrototype #1205
• convert rd_grav.py to use pybind instead of ResdataPrototype #1204
• Use pybind for rsthead #1202
• Pybind well info #1200

as we need to make sure the thrown exceptions convert to the python side and the calling scope cleans up when exceptions are thrown.
