Enhance automatic receipts hooks configuration

I receive this message when trying to setup turn receipts for Codex when there are already hooks configured in config.toml
I would like this case, and similar cases for other harnesses like Claude Code/Claude Code Desktop to be handled

Draft PR #86 now advances this issue with source-aware Codex TOML/hooks.json reconciliation, exact Odometer ownership, Claude direct-exec migration, and configured-vs-observed receipt status. It is stacked on #83 to integrate the shared Settings/IPC/visual changes once. The PR intentionally does not close #71 yet: its cross-platform recovery writer and residual OS metadata/open-handle semantics remain explicit review gates.
