It would be good to have performance benchmarks of our code so that regressions with PRs can be identified.
Ideally we would have "component" level benchmarks that would test the end launch_manager binary or the health monitor library, and also we would have unit level benchmarks so that if component level benchmarks show a regression the unit level benchmarks could be used to identify what is getting slowed down.
