Dependencies compatible with Python 3.14

As of right now, it appears that numba does not work as intended on Python 3.14, until that gets fully resolved the package has to be pinned to < 3.14.

Pinning numba >= 0.63.0 appears to address the previous compatibility issue with Python 3.14. However, it appears that there is an issue with the binary wheels for cartopy (i.e., not yet available for Python 3.14). So this creates issues when trying to install via:

pip install cartopy

There seems to be some confusion since compatibility with 3.14 was thought to have been previously merged, so I'm not sure what the issue is but it is not on Echopop's end.

This issue does not occur for:

conda install -c conda-forge cartopy

This is relevant since it has potential impacts for installation and also creates a headache for the CI/CD runs via Actions and tox. So the current error cases:

❌ pip install echopop
❌ pip install -e .
❌ pip install cartopy; pip install -e .
✅ conda install echopop
✅ conda install -y -c conda-forge cartopy; pip install -e .

So this cannot be addressed/fixed until the wheels for Python 3.14 become available for cartopy on the pip side of things. The alternative would be to update the Actions to use conda for:

        if [[ "${{ matrix.python-version }}" == "3.14" ]]; then
          conda install -y -c conda-forge cartopy
        fi

and then update the documentation to indicate that Echopop for Python 3.14 requires installation via conda. But that seems like a quick way to run into more bugs down the road.
