Kotahi needs to handle and map new version DOIs for existing COAR Notify manuscripts, where editors had requested revision.
The "revise" action triggers the author to create a new manuscript. If Kotahi sees that the original/previous DOI has a pending change (that will not be seen by the "author", as it was imported - see #268), Kotahi should link the incoming COAR Request Review pattern and create the second version automatically.
There should also be an option to manually intervene, in case DOI matching fails/is ambiguous.
