execution dll without runtimeconfig

I do not understand why I can not run dll without runtimeconfig.
I tried 1) dotnet test.dll 2) dotnet 'path-to-dotnet-dll' test.dll
always I get error about absent runtimeconfig
Why?
dotnet.dll has config. it is enough.
And compiler (fsc) does not generate runtimeconfig.
I think it wrong.
No one language required something like config for launch script or binary code.

dotnet.dll has config. it is enough.

dotnet.exe is not using dotnet.dll when executing your application. It's only used for SDK commands (the dotnet command itself).

And compiler (fsc) does not generate runtimeconfig.

It generates runtimeconfig for any executable project.

An executable dll must come with runtimeconfig. If not, it's probably a library, which is not executable.

The core compiler doesn't produce an executable product as a final result. This is somehow similar to how native compilers produces object files as an intermediate result. The single dll file itself isn't really executable, but rather intermediate.

Further more, if the project references other libraries, the core compiler itself won't set up them for you either.
