separate listing of implicitly classified variables

e.g. loop indices are implicitly private and are not required to be put into the private clause.
The decision wether a user wants to make this explicit, should be left to the user and not made by us.

Suggestion: create a separate list for implicitly classified variables and remove them from the private clause.
