fixity checks, especially for tape-based silos, can take a long time to come around.
we've had some fixity errors caused by a glitch in tivoli. so no repair was necessary, but the next fixity update for a package will take a long time to self-heal (though it will). we need a script that will get a package off tape or disk, and re-run a fixity check for the silo-side database. collect-fixities from the storage master will pick up the corrected data the next day, so we only need do this on the silo-side of things.
