Convert utility does not accept all of modern syntax for `hsl()`

Number rather than percentage is not accepted: hsl(40 0.5 0.5) is not accepted while hsl(40 50% 50%) is.

Syntax for HSL

Actually even hsl(40 50 50) is accepted. It is not the percent, it is the coordinate range. And it isn't that the syntax is not parsed; rather it is that 0.5 is seen as 0.5% and thus, a very dark color.
