Poll Results shows "Not Constitutionable" even when `isConstitutionable` = `True`

On first page load (or page refresh), the Statements in Poll Results all initially show "Not Constitutionable", even when the Statement isConstitutionable. When "Refresh Poll Data" is triggered in the client, it does update correctly to show Constitutionable.

Desired fix:

• Statements should show up as "Constitutionable" on initial page load if true.

Looks like this is because the statement votes haven't fully loaded yet when pollUtils' isStatementConstitutionable is initially called on page load, so there's a slight delay causing Statements that the CS has not yet determined to be Constitutionable to appear "Not" until the data refresh is triggered and Statement votes are loaded to recognize that the majority threshold is reached.

If we keep this "backup" threshold in this MVP for now, we could have it wait to ensure all the votes on a statement are loaded up before determining isStatementConstitutionable. But the real issue here is that the CS seems not to be updating isConstitutionable to True even when there are enough consensus votes, even though it is correctly being called every minute.
