The link to download thorium for windows is not working.
https://cisagov.github.io/binaries/windows/x86-64/thorctl.exe

To reproduce

Go to this link: https://cisagov.github.io/thorium/getting_started/login.html
and scroll down to Download section, and click on Windows Thorctl

Expected behavior

It should have downloaded the executable. A .exe file
