Apply for dbGaP access

@p-koo mentioned they have 100k+ WGS that should be fairly easy to get access to:

Ok so it turns out I can't do this myself because you need to be a PI. I now recall this was an issue when trying to get access to controlled tier data from TCGA (which requires dbGAP credentials first).

@p-koo I'm assigning this to you but let me know if there's anything you need from me in the meantime.
