as of 3/5/2022 (latest AC build) the spells no longer learn except for the ones in the general tab.
Recreate:
Create level 1 new character (any race/class)
use command ".level ##" (i use .level 79 to get to 80
Notice no spells except for "general" spells/skills are learned.
