Bump js-yaml and eslint

Removes [js-yaml](https://github.com/nodeca/js-yaml). It's no longer used after updating ancestor dependency [eslint](https://github.com/eslint/eslint). These dependencies need to be updated together.

Updates `eslint` from 7.32.0 to 10.6.0
