Accepted but the severity should be medium instead of high since it only causes occasional inconvenience and not all users are affected by this documentation bug.
The users affected would only be the developers reading the developer guide. The application is showing an error message regarding duplicated phone number which is quite informative to the user.

Reason for disagreement: The severity of documentation bugs does not depend on what fraction of users read it, but on the fraction of readers that are affected.

In this case, my issue is referring to the use case in DG, which is completely wrong. Everyone who reads it would get the wrong understanding of the feature, and also not be able to reproduce this use case in the product.
