Ctf elim issues

elimflags 1 does not spawn flags on every CTF map. It is kind of hit or miss if it works, but behavior is consistent on map per map basis.

elimination_ctf_oneway. Flags work as intended, but scoring seems off compared to CPMA Capture Strike or QL Attack and Defend. If it is intended to be able to score on both offense and defense and scoring is limited to only one point per round please ignore this.

Can you provide map examples where the flags consistently don't spawn? I suspect the flags for elim might being bigger than stock flags for some reason, and they're being removed at map load when they are detected as being partially buried in the ground. If this is correct, I can add some code to attempt to loft them out of the ground instead of just removing them.

Re: Scoring - I can see a potential issue where cgs.attackingTeam is not going to be set correctly if you join a game after warmup. is this strange scoring behavior happening for all players, or just late joiners?
