Time signature changes does not get saved on .midi file

Steps to reproduce (please see attached video):

• create various 4/4 patterns
• change one to 3/4
• save midi file
• close qseq66 and open the midi file
  expected: see the same polyrhythm I've saved

I worked this out and went well beyond fixing the bug; time-signatures are now supported in the pattern editor and the event editor. There are probably still some minor nagging issues to work out, but later. Along with the fixes to issue #111, the new version 0.99.6 should come out this weekend.

Although there are dropdowns for beats and beatwidth, one can type in odd values for each. MIDI supports only powers of 2 for beat width for time-signature events, but in Seq66 one can type in any reasonable value. However, if the beat width that is typed in is not a power of 2, then the time signature is stored in a SeqSpec "event" that supplies the main time signature for the pattern, and only 1 can be specified. (See c_timesig in the code).
