I18n support wrongly affects file creation

When creating files associated to AtCoder tasks, with display language Chinese (Simplified), the name of file created by the extension will be a bunch of underscores (_).

Extension Version: 2.64.0

VS Code Version: 1.119.0-insider

Browser Version: Microsoft Edge 147.0.3912.98

Operating System: Arch Linux x86_64 (Linux 7.0.3-arch1-1)

And surprisingly, changing display language to English then back to Chinese (Simplified) fix this problem
