Feature Request: submission for Codeforces & Luogu

Since this is a feature request and not a bug report, I have not provided screenshots, VS Code version, or other detailed environment information.

Feature Description

Add one-click submission support for Codeforces (CF) and Luogu (洛谷) in CPH.

Use Case

I use both OJs daily. After coding and testing in CPH, I have to submit manually on the website, which breaks my workflow.

Expected behavior

1. CPH detects the OJ (Codeforces/Luogu) from the problem context.
2. A "Submit" button/command is available in the CPH panel.
3. Clicking it submits the current code to the corresponding problem.
4. Show the submission verdict (AC/WA/TLE, etc.) in VS Code.
